Snaps to the tangent of an arc, circle, ellipse, elliptical arc, polyline arc, or spline.
Status Bar > Object Snap - Tangent
Uncheck Center, Geometry Center, Quadrant, Perpendicular.
Home tab > Draw panel > Line
Snap to the tangent of top circle
Snap to the tangent of the bottom circle
Repeat the same steps on the left side of the 2 circles
